Some e commerce companies have been using postal services because it’s easier to miss-declare the nature and value of the contents and hence get away without incurring the full tax and duty.  Historically it’s been accepted to mix printed matter and goods in the same postal sacks and customs inspection has been more on a sampling basis than every item having to be custom cleared as with a commercial carrier

To counter this, new rules are coming into effect where all goods will have to:

• Be in a separate bag

• Be manifested

• Have the new S10 bar codes applied which will identify the sender, recipient, the goods and the value of the goods from the bar code to make it easy for customs & excise
